Services
Community Services is
the collective name of seven programs offered to
low-income clients.
MATP - Medical Assistance Transportation Program This program is designed to assist individuals who have the Medical Access card get to their medical appointments. These services are provided in three ways: through public transportation vouchers, personal vehicle reimbursement, and via subcontracted transportation companies. Last year, we helped to provide 36,816 trips to clients in our area. The service chosen for each client is based on the most cost effective manner that suits the medical needs of the individual. DPW - Department of Public Welfare Rental Assistance Program This program is in place to address the needs of the homeless or nearly homeless in our community. Low income families facing eviction or having no place to live are eligible for funds to get in to housing or prevent loss of the current housing situation. Last year, we assisted 760 people with their housing crises. FEMA - Federal Emergency Management Agency Rental Assistance Program This program helps the homeless or nearly homeless. Families meeting the requirements for this program are assisted with one month's housing costs. We were able to help 89 people FEMA funds in the last year. CAP - Customer Assistance Program (Penelec) The GPU CAP program is a . Any counceling programs based on income rather than usage. It erases 1/12 of an old bill every month, plus makes the current bill affordable. Any payment-troubled customer up to 200% of the poverty level and currently on the program is eligible. Penelec will continue benefits for those currently enrolled, but is not accepting any new enrollees to the program. Dollar Energy Program This program is designed to assist Dominion Peoples and Penelec customers whose gas or electric service has been shut off. Applications are taken at both the Johnstown and Ebensburg offices of Community Action, and then submitted to the Dollar Energy Program in Pittsburgh. The Dollar Energy board of directors reviews all applications and makes the determination for assistance and amount given. Customers must have applied to LIHEAP before applying for Dollar Energy. HATMA - Handicap Accessible Transportation for Medical Appointments This is a new program designed to help individuals (not eligible for MATP) in need of accessible transportation to medical appointments. This program is available to Cambria County residents who are physically challenged or unable to access standard transportation. The clients must meet income guidelines of 250% of the poverty level. HATSA - Handicapped Accessible Transportation for Social Activities This new program allows individuals in need of accessible transportation get out of the house and into the community. Available up to 12 times in the fiscal year (July to June), HATSA assists residents of Cambria County who are physically challenged or unable to access standard transportation. This is a door to door service for individuals who are at or below 250% of the poverty level traveling to destination within Cambria County or within a 15 mile radius of their home.
